Purpose of the Position:

The intent of this role is to direct and effectively integrate EH&S processes/programs into the overall plant strategy while maintaining compliance with all applicable federal, state, local, and corporate safety laws and standards. Provide EH&S direction, expertise, and practical sponsorship for Safety Excellence during construction and plant startup through steady state operations – to ensure we have always a rigorous safety program that protects the safety of our employees, contractors, and visitors.

This role requires working within a complex manufacturing structure at a plant level and aligning with corporate guidelines to ensure safety standards are maintained. It involves influencing sustainable change in cultural and technical aspects of manufacturing at all levels of the organization. Management involves working in a matrix organization structure with plant Safety and Corporate Safety teams driving solutions in teamwork with plant operations, engineering, and technology resources.

Key Tasks: Plant Start-Up Phase

  • Work actively with the plant management to set a culture of safety awareness and accident prevention by implementing rigorous processes around risk assessment, gradation of controls and recognition of good safety behavior.

  • Work with project team to identify safety hazards before and during installation of equipment; prioritize high risk hazards and work with plant engineering/ project team on engineering solutions.

  • Influence by example on all things-safety; direct all on-site resources to adopt and practice best practices like PSSR (pre-startup safety review), daily toolbox talks, and HAZOP studies as applicable.

  • Review projects, plans, specifications, and purchases to verify environmental issues are addressed proactively.

Steady State Plant Operations

  • Develop and implement comprehensive EH&S policies and programs, integrating process safety management, environmental stewardship, product safety, and occupational safety practices.

  • Facilitate the development and maintenance of facility emergency plans and ensure that all affected employees receive training as needed.

  • Maintain close liaison with Corporate Safety Management Services and Corporate Environmental Control.

  • Contribute to the development of a consistent Safety Standard for all manufacturing locations that aligns with Corning Incorporated that incorporates local codes and regulations. This will include the management and deployment of evolving changes in Safety Standard guidelines working to ensure that the facility remains current in all external reporting guidelines to corporate, state, local and federal agencies.

  • Maintain current knowledge of federal and state EH&S regulations impacting air, water, and waste.

  • Oversee all monitoring, reporting and recordkeeping systems for compliance assurance.

  • Direct and guide the implementation of the environmental management system (ISO 14001 system).

  • Execute tasks as defined in the facility’s EMS.

  • Work with internal and external organizations to coordinate industrial hygiene, safety, health and environmental audits of the facility.

  • Conduct self-assessments prior to scheduled audits and take ownership in prioritizing and acting on audit findings and recommendations.

  • Direct and sponsor an EH&S team, providing coaching and guidance to ensure the plant is aligned with federal OSHA guidelines, corporate safety strategy and other regulatory environmental guidelines.

  • Provide guidance and expertise in conducting safety, health and environmental risk assessments for new or existing processes or equipment. Sponsor the introduction of new products and processes into the facility.

Work Hours

  • Standard Hours (Monday – Friday, 8am-5pm)

  • Flexible hours may be needed to sponsor safety activities.

Travel

  • <10% Domestic Travel • May need to travel to Asia during the project start-up phase

Education and Experience

  • Bachelor's Degree in Occupational Safety & Health, Environmental Engineering, or technical degree in related field

  • Certified Safety Professional (CSP)

  • 8+ years of experience in an EH&S role with a minimum of 3 years being in a managerial role

  • Ability to drive organizational change

  • Knowledge of OSHA/EPA and other relevant regulations and standards

  • Excellent written and verbal communication/presentation skills

  • Motivated team player – ability to work in a team environment with all levels of the organization

  • Knowledge of EH&S regulations

  • Project management experience

Desired Skills

  • Supervisory skills, particularly in coaching technical employees

  • Six Sigma/DMAIC certification

  • Safety and/or environmental experience in a production facility

This position does not support immigration sponsorship.

The range for this position is $130,487.00 - $179,420.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
