COUNTY OF BROWN HR Associate (Benefits) in GREEN BAY, Wisconsin

JOB REQUIREMENTS: Job Summary Under supervision of the Benefits Manager, responsible for coordinating the County\'s benefit, well-being and disability/leave of absence programs, workers compensation; including but not limited to: health, dental, vision and ancillary insurance programs, Flexible Spending Accounts (FSA), Wisconsin Retirement System and ETF life insurance. Maintains accurate employee data on third party administrator websites and HRIS. Essential Duties Maintains accurate and up-to-date benefit files, records, and documentation. including but not limited to: health, dental, vision, and ancillary insurance plans; Coordinates Personal Health Assessment (PHA) with third party vendor; communicates information to employees; in conjunction with the TPA tracks PHA scores and Reasonable Alternative Standard Wellness Program completion and relays information to payroll for processing of retroactive adjustments for accurateness. Manages Administers Wisconsin Retirement System and ETF life insurance benefits, FSA and leave programs (Disability, FMLA, Workers Compensation, and County Leave of Absence), , and COBRA. Answers frequently asked questions and provides guidance and assistance to departments, affiliates and employees in relation to all employee benefits offered by the County. In partnership with Benefits Manager, oversees annual Open Enrollment. Assists with implementing approved plans and changes by preparing announcement materials and other media including county intranet site for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees in plans. Presents benefits orientation for new hire employees and newly benefit eligible employees. Verifies and processes employee transactions including benefit enrollment for new hires, newly benefit-eligible employees, and dependent additions. Processes benefit terminations for active and terminated employees and/or their dependents. Processes reporting for State of Wisconsin, Employer Verification of Health Insurance relative to Badger Care applications and other employer verifications of group health insurance coverage. Verifies and enrolls eligible dependents, if required by court order, into benefit plans based on Child Support notice. Includes notifying payroll of deduction enrollments and/or premium increases due to enrollment of eligible dependents.Reconciles accuracy of bills to include charges and credits, as well as payroll deductions. Prepares benefit census requests and special projects as requested by other departments, government, business or consulting groups. Provides benefit eligible employees information to TPA to ensure appropriate COBRA notices are provided to all eligible participants and/or dependents. Resolves complaints between third party vendors, Brown County, and employees. Coordinates medical and other leaves with vendor; processes requests for leave, verifies and follows up on leaves; advises payroll department regarding payment of proper benefits, and maintains records and reports. Tracks benefit premiums for employees on unpaid leave who do not accrue a paycheck. Works closely with employees and Payroll Specialists to discuss payment of missed premiums or set up a payment plan upon the employee\'s return to work.Ensures compliance with bargaining agreements, County policies and County code; performs related case coordination with vendor and maintains records and correspondence; maintains current knowledge of FMLA laws and cases. Maintains confidential employee information in accordance with applicable County Code, state and federal regulations. Continuously evaluates processes and procedures and makes recommendations for improvements. Keeps apprised of federal, state, and local report laws and regulations, including but not limited to Affordable Care Act and IRS reporting dates to ensure County compliance. NON-ESSENTIAL DUTIES: ***** OTH R EXPERIENCE AND QUALIFICATIONS: Experience with ERISA, HIPAA, COBRA, FMLA and Section 125 plans. Knowledge and experience with MS Office Products. Knowledge of the State and Federal Family Medical Leave Act, leave of absence provisions of the county contracts, and applicable codes. Strong analytical skills, including the ability to work with complex information and material, analyze data and make necessary decisions. Ability to manage multiple job responsibilities at one time and strong attention to detail. Ability to utilize a variety of advisory data and information such as insurance policies, analysis, medical leave handbooks, federal, state and local legislation, County Code, contracts, statutes, procedures, guidelines and non-routine correspondence. Ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; and may require the ability to utilize principles of fractions and/or interpret graphs. Ability to apply principles of influence systems such as leading, teaching and coordinating. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
