State of Massachusetts Program Coordinator III in Boston, Massachusetts

The MassHire Department of Career Services (MDCS) is the designated State Workforce Agency (SWA) charged with the administration and oversight of $150 - $200 million active employment and training grants funded through the U.S. Department of Labor (USDOL) and state funding. MDCS primary responsibility is to provide oversight of the MassHire Workforce Development System comprised of 16 Local MassHire Workforce Development Boards (MWDBs) and their network of 29 MassHire Career Centers (MCCs). MDCS is charged to synthesize a system characterized by a myriad of workforce structures with laws, conditions, and regulations for 20 programs and special grants that are categorized by frequently conflicting priorities. Strong and consistent communication is essential to ensure a streamlined delivery of quality workforce services to create and sustain powerful connections between businesses and job seekers through a statewide network of employment professionals to ensure a better future for the people and businesses of Massachusetts through meaningful work and sustainable growth. The State Monitor Advocate (SMA) reports to the Central Programs Director and aligns with the FMO team to monitor and evaluate Wagner-Peyser- Employment Service operations. The SMA also monitors each Center to ensure that Migrant and Seasonal Farm Workers (MSFWs) have full access to and receive services on a basis which is qualitatively equivalent and quantitatively proportional to the services provided to non-MSFWs within all MHCCs. This position_requires_ that the candidate isbilingual in Spanish, is from MSFW backgrounds; orhas substantial work experience in farmworker activities.* * * This State Monitor Advocate works closely with the MDCS Leadership Team to ensure the flow of information regarding best practices and concerns regarding MCC services is communicated, and plans of action are developed, implemented and followed-up. Duties and Responsibilities: * Conduct onsite reviews of MHCCs regardless of whether the MCC is designated as a significant MSFW center. * Review, translate and ensure compliance with Federal and State laws, rules, regulations and guidelines governing services provided to MSFW customers. * Establish an ongoing liaison with EOLWD Equal Opportunity Officer (E.O. Officer) to enhance equity and inclusion for farmworkers. * Prepare reports concerning MSFWs which includes but is not limited to a summary of Employment Services to MSFWs; * Review and interpret data to determine the effectiveness of operations. * Validate the effectiveness of an organization’s processes, systems and information. * Provide a qualitative and quantitative evaluation based on empirical data findings. * Report on MassHire CC compliance to the Director of MassHire and Senior Leadership Team. * Provide technical expertise, guidance, support, leadership and training to staff in the implementation of MSFW services. * Liaise on MSFW activity with MassHire Workforce System and Federal and State Workforce Partners. * Assess and determine local staffing ES requirements are met, make recommendations to MHDCS Director and Leadership Team on compliance. * Provide input for the Migrant and Seasonal Farmworkers (MSFWs) and Outreach Program. * Review activity reports and other performance data to measure productivity and goal achievement and identify MHCCs needing program improvement. * Develop and recommend program goals, policies and procedures; related to the MSFW and Outreach. * Establish on-going liaison with affiliated farmworker service organizations, job training partners, employers, and employer organizations. * Produce workable guidelines, formulate responses, and recommend and implementation procedures. * Coordinates and confers with the Quality Assurance Unit regarding the results of local MHCCs monitoring activities to identify problem areas and negotiate corrective action plans to ensure compliance with laws, rules, regulations, policies, procedures, guidelines and standards relating to services to MSFWs. * Plan, schedule and/or attend MDCS meetings as needed; regional public meetings held by DOL/ETA; DOL/WHD, OSHA, etc. * Lead workshops and represent agency on panels to gather and disseminate information. * Develop and maintain constructive and cooperative working relationships with local, state and federal agencies / organizations. * Provides information to the general public, MDCS managers, supervisors, co-workers, and subordinates. * Transmit federal reports and other required data to the US Department of Labor (DOL) utilizing the Federal LEARS web-based system. * Perform other duties necessary to support and promote the MassHire Workforce Development System. *The preferred candidate must have the knowledge, skills, and abilities necessary to fulfill theresponsibilities of State Monitor Advocate. This position requires regular travel across the Commonwealth.* * SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience. III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
